The Brazilian authorities published new notes (or “ordinances”) in the country’s official gazette on December 9 and 10, 2021, updating the travel restrictions for foreign nationals arriving in Brazil effective December 18.1

In response to the spread of SARS-CoV-2 “omicron” variant cases world-wide, the new notes introduced the requirement of presenting a vaccination certificate for all travelers.

Additionally, the notes continue to require a negative SARS-CoV-2 antigen test issued no later than 24 hours before the travel date or a negative RT-PCR test issued no later than 72 hours before the flight for foreign nationals and Brazilian individuals.

Flights from the southern African nations of Botswana, Eswatini, Lesotho, Namibia, South Africa, and Zimbabwe continue to be suspended. (For prior coverage, see GMS Flash Alert 2021-301, December 3, 2021.)

WHY THIS MATTERS

Individuals scheduling trips to the country and companies planning to resume their international assignments to Brazil, need to be aware of the updates and current restrictions and conditions before traveling to Brazil.2

Also, any individuals scheduling trips to the country – regardless of their nationality – should be aware of the updates and current restrictions and conditions concerning the SARS-CoV-2 negative tests and vaccination certificates.

More Details

The updated ordinances give the alternative of a five-day quarantine period after the arrival in Brazil for those individuals that do not have a vaccination certificate to present.

Furthermore, the ordinances indicate that the Brazilian authorities could restrict travelers not complying with the adopted measures, potentially forcing them to leave Brazilian territory.

KPMG NOTE

The authorities are constantly updating the rules in response to the changing pandemic situation.  Travelers seeking to enter Brazil should regularly check the latest information made available by the nearest Brazilian Embassy or Consulate about entry into and exit from the country, and the restoration of passport and visa services.

The KPMG International member firm in Brazil continues to monitor the situation around travel and border restrictions and will endeavor to keep readers of GMS Flash Alert apprised of any new developments.
